• Proposal title: Three Ports State Significant Sites Proposal
• Description: In recognition of the importance of port activities to the economy of NSW, and consistent with the directions outlined in the Government's Ports Growth Plan, the Minister for Planning considers that the ports and related employment and industrial areas at Newcastle Port, Port Botany and Port Kembla should be declared as State significance sites. This would be done through the listing of the sites in Schedule 3 (State significant sites) of State Environmental Planning Policy (Major Projects) 2005 (Major Project SEPP). The State significant site provisions of the Major Projects SEPP will provide greater consistency across the three ports, and recognise the importance of associated industrial land and key transport corridors for the ongoing operation of the ports. The provisions would also specify revised assessment regimes for the three ports bringing project approval processes in Port Botany more in-line with those of the other two ports

• Description: The Department has prepared a draft State Environmental Planning Policy (SEPP) which identifies the Western Sydney Employment Hub (WSEH) as employment land. The draft SEPP will:

• Proposal title: Callan Park Land Use Plan
• Description: The proposed Land Use Plan sets out a vision for the future of Callan Park. The plan has been developed by Sydney Harbour Foreshore Authority in accordance with the following key parameters:
  • the site must be retained in public ownership
  • the Callan Park (Special Provisions) Act 2002 limits uses future uses of the site to community, higher education and health purposes
  • public open space and foreshore access is protected
  • leases exceeding 10 years must be approved by both houses of the NSW Parliament.
  The Land Use Plan proposes improved open space, additional playing fields, expansion of the University of Sydney's presence on the site and a continuing health presence through the creation of a Non Government Organisation Precinct, a Nurses' Precinct and the retention of the NSW Ambulance Service. The Land Use Plan generally accords with the principles and objectives of the Callan Park (Special Provisions) Act 2002. It foreshadows some changes to the Act in order to achieve the proposed uses outlined in the Plan

• Proposal title: Draft State Environmental Planning Policy (Temporary Structures and Places of Public Entertainment) 2007
• Description: The aims of the draft SEPP are to: ensure the safety of persons using temporary structures and places of public entertainment; encourage the protection of the environment at the location and in the vicinity; and, specify the circumstances in which the erection of temporary structures and use of buildings as places of public entertainment are complying development or exempt development. The draft SEPP supports the transfer of the regulation of places of public entertainment and temporary structures (such as tents, marquees and booths) from the Local Government Act 1993 to the Environmental Planning and Assessment Act 1979. An associated draft Regulation amendment is also on exhibition
