The proposed extraction area covers approximately 0.34 square kilometres (km2 ), spanning a river length of approximately 1250 metres between Mangrove Island to the west and Pelican Point to the east. The extracted material will be used to fill the areas known as Stages 3 and 4 of the Harrington Waters Estate. It is expected that the extraction of the material will be undertaken within 18 months, however this time frame could be extended to 2 years depending on constraints. A limited amount of old tailings will be hauled by the truck to nearby Macquarie Generation power stations.The proposed open cut mine extension will utilise the existing Liddell Colliery facilities, however some facilities will need to be relocated to permit mining of the existing site. Open cut mining will be extended to two new pits to the South-east of the existing operations, and mining techniques will be modified to allow greater flexibility and to maximise production. The proposal also includes the establishment of new water management infrastructure, a new access route from Old State Highway, and relocation of telecommunications and electricity infrastructure.

- Proposed Broken Hill Mineral Separation Plant

- Description:Development consent has been granted to BeMaX Resources NL to construct and operate a Mineral Separation Plant (MSP), located at Pinnacles Road on the south-western outskirts of Broken Hill. The consent allows Bemax Resources to separate approximately 450,000 tonnes per annum (tpa) of heavy mineral concentrate over an 11 year period through the MSP. The heavy mineral concentrate will be transported by road from the proposed Ginkgo Mineral Sands mine located some 160 kilometres (km) south of Broken Hill to the MSP via the Silver City Highway, Kanandah Road and Pinnacle Road.
The proposal will include the construction and operation of associated surface activities and infrastructure, including the stockpiling of mineral concentrate, a mineral concentrate and product transport system comprising conveyors, hoppers and elevators, a separation plant, product and waste by-produce storage bins, train loading facilities and rail spur line, administration buildings, a water supply balancing tank, fuel storage facilities and an access road linking to Pinnacles Road. The site is stated to have a total capacity of 25 million tonnes of waste, and Theiss seeks approval to accept 600,000 tonnes per annum, effectively from all regions of NSW but in particular, from Sydney and the Hunter Valley. Putrescible, solid, inert and industrial wastes are proposed to be accepted at the landfill.

The project will result in substantial transport benefits, not only to local communities along the route, but to the wider Sydney population, including improved access to educational institutions and employment precincts.
