Jandra Quarry Modification - Enlargement of an overburden emplacement

Cadia Hill Gold Mine - Modification to consent

Description: The Minister for Planning approved the application by Cadia Holdings Pty Ltd to modify the development consent to extend the life of the Cadia Hill Gold Mine by up to 3 years. The mine is located approximately 25 km south-west of Orange. The modification involves extending the existing Cadia Hill open pit to the north to produce an additional 43 million tonnes (Mt) of ore. The modification also involves: relocation of short sections of the existing 33 kilovolt (kV) and 132 kV electricity lines around the pit extension area; diverting Cadiangullong Creek around the open pit extension; increasing the disturbed area from approximately 140 hectares (ha) to 165 ha; and increasing the removal of waste rock from approximately 271 Mt to 290 Mt.

Lane Cove Tunnel and Associated Road Improvements

Modification to Development Application for UR-3R Waste Processing Facility at Eastern Creek Waste Management Centre

Description: Approval has been granted for Waste Service NSW to increase the throughput of municipal solid waste at the facility from 156,000 tonnes per annum (tpa) to between 175,000 tpa and 220,000 tpa depending on the composition of the waste received. Approval was also granted for moving a modified composting process indoors, eliminating wastewater irrigation due to the modified composting process consuming all excess process water, and rearranging the building layout on the site.

Manning River dredging operation - Harrington Waters Estate

Description: Roche Group have been granted approval for the extraction of up to 1 million cubic metres (m3) of material from the bed of the Manning River, at a location approximately 4 kilometres upstream of the township of Harrington. The site is within the Greater Taree Local Government Area. The proposed extraction area covers approximately 0.34 square kilometres (km2 ), spanning a river length of approximately 1250 metres between Mangrove Island to the west and Pelican Point to the east. The extracted material will be used to fill the areas known as Stages 3 and 4 of the Harrington Waters Estate. It is expected that the extraction of the material will be undertaken within 18 months, however this time frame could be extended to 2 years depending on constraints. Liddell Colliery - Continued Operations

Description:Liddell Coal Operations Pty Limited has been granted approval for the continued operation of the Liddell Colliery. The Applicant proposes to increase Run-of-Mine (ROM) coal production from 3 million tonnes per annum (Mtpa) to approximately 4.5 Mtpa as a result of the introduction of larger scale machinery and an extension to the open cut mining area.Product is to be transferred via the Liddell Coal loading facility and the Main Northern Railway to the Port of Newcastle, using existing infrastructure. The coal will then be exported from the Port of Newcastle ship loading facility. A limited amount of old tailings will be hauled by the truck to nearby Macquarie Generation power stations.The proposed open cut mine extension will utilise the existing Liddell Colliery facilities, however some facilities will need to be relocated to permit mining of the existing site. Open cut mining will be extended to two new pits to the South-east of the existing operations, and mining techniques will be modified to allow greater flexibility and to maximise production. The proposal also includes the establishment of new water management infrastructure, a new access route from Old State Highway, and relocation of telecommunications and electricity infrastructure.

The Ashton Coal Project

Proposed Broken Hill Mineral Separation Plant

Description:Development consent has been granted to BeMaX Resources NL to construct and operate a Mineral Separation Plant (MSP), located at Pinnacles Road on the south-western outskirts of Broken Hill. The consent allows Bemax Resources to separate approximately 450,000 tonnes per annum (tpa) of heavy mineral concentrate over an 11 year period through the MSP. The heavy mineral concentrate will be transported by road from the proposed Ginkgo Mineral Sands mine located some 160 kilometres (km) south of Broken Hill to the MSP via the Silver City Highway, Kanandah Road and Pinnacle Road.
The proposal will include the construction and operation of associated surface activities and infrastructure, including the stockpiling of mineral concentrate, a mineral concentrate and product transport system comprising conveyors, hoppers and elevators, a separation plant, product and waste by-produce storage bins, train loading facilities and rail spur line, administration buildings, a water supply balancing tank, fuel storage facilities and an access road linking to Pinnacles Road. The proposal also includes other associated ancillary infrastructure such as an electricity line from an electrical substation adjacent to the Peterborough-Broken Hill Railway to the MSP and a water supply line from the Willis Street Waste Water Treatment Plant to the MSP site.

Wood Processing and Metallurgical Carbon Plant

Description:The Minister for Planning has determined to approve a wood processing and metallurgical carbon plant, to be located near Mogo in the Eurobodalla local government area. The development forms part of the Australian Silicon Project, which also includes an approved silicon smelter near Lithgow and an approved quartz mine near Cowra. The development would receive up to 200,000 tonnes per annum of green residual timber, to be converted to charcoal and fluxwood. The charcoal and fluxwood are to be used at the approved silicon smelter near Lithgow. The Minister’s determination was made after careful and detailed consideration of the environmental impacts of the development and issues raised in more than 1,530 public submissions.

Ravensworth Waste Management Centre

Description: The Ravensworth Waste Management Centre is a proposal by Thiess Environmental Services Pty Ltd to construct and operate a solid waste landfill at the site of the former Ravensworth No 2 coal mine in the Singleton Shire local government area in the Upper Hunter Valley.
The proposal also includes a rail terminal; a bridge over the New England Highway for a private road; engineering, filling and rehabilitation of the landfill voids; and administrative and support infrastructure.
The site is stated to have a total capacity of 25 million tonnes of waste, and Theiss seeks approval to accept 600,000 tonnes per annum, effectively from all regions of NSW but in particular, from Sydney and the Hunter Valley. Putrescible, solid, inert and industrial wastes are proposed to be accepted at the landfill.

Western Sydney Orbital

Description: The Roads and Traffic Authority proposes to construct the Western Sydney Orbital (WSO)as part of the Sydney Orbital network. The WSO will also replace the interim National Highway route along the Cumberland Highway. The proposal is a 40 km long motorway standard route linking the Hume Highway/M5 Motorway at Prestons in the south to the M2 Motorway at West Baulkham Hills in the north and will be tolled in each direction. The WSO will include 4 traffic lanes, a 15 m wide median for future provision of public transport and a pedestrian and cyclist path along its length. The proposal will be a major freight route within western Sydney as well as providing facilities to allow bus services between Richmond Road and the M2 from opening to traffic.

Parramatta Rail Link

Description:The Parramatta Rail Link is a 27km extension to the Sydney Rail Network linking Parramatta and Chatswood via Epping.Moving from west to east the project includes:
- a new dive structure just east of Westmead Station and new platforms at Parramatta Station;
- a tunnel under Harris Park connecting the Great Western Line to the Carlingford Line at Camellia
- duplication of track along the existing Carlingford Line from Rosehill-Camellia to Carlingford;
- a tunnel connecting Carlingford with Chatswood via Epping with new stations at Macquarie University, Macquarie Park, Delhi Road and UTS including construction of a cut and cover tunnel under the Lane Cove River; and,
- upgrading of seven existing stations.
During peak periods, there are expected to be about 10 trains per hour between Epping and Chatswood and about 6 trains per hour between Parramatta and Epping. The total travel time between Parramatta and Chatswood is estimated to be around 25 minutes.
Attached to the approval are more than 260 conditions to ensure protection of the nearby communities and the natural environment.
The project will result in substantial transport benefits, not only to local communities along the route, but to the wider Sydney population, including improved access to educational institutions and employment precincts.

Urban Resource - Reduction, Recovery, Recycling Facility at Eastern Creek Waste Management Centre

The facility will convert waste into renewable resources including recyclables, renewable energy and Alternative Daily Cover (ADC) for the on site landfill operations and Organic Growth Media (OGM) for sale as compost equivalent.

Karuah to Bulahdelah - Pacific Highway Upgrade Program

Ginkgo Mineral Sands Project

Description:The application was made by Bemax Resources NL to construct and operate the Ginkgo Mineral Sands Project, located approximately 160 kilometres south of Broken Hill and 40 kilometres west of Pooncarrie in western NSW. The project involves the extraction of up to 12 million tonnes per annum (tpa) of heavy mineral sands (ilmenite, rutile and zircon) over an 11 year period. The proposal also includes an excavation and conveyor system to remove and transport overburden material; a floating plant for the primary separation of heavy minerals; external storage of sand residues overburden for reinstatement behind the dredge; progressive rehabilitation of the site and stockpiling and loading of up to 450,000 tpa of heavy mineral concentrate for transport to a Mineral Separation Plant (MSP). The proposal also requires a site borefield for process water supply, water pipeline, a water treatment plant, sewage plant, administration and workshop building, electricity transmission line, highway access road and on-site accommodation.
